A new compliance and planning responsibility.

Qatar income tax is assessed on a self-assessment basis, with returns filed through the Dhareeba portal within four months of the financial year end. Understanding how the rules apply, identifying available exemptions and aligning your tax position with operations is critical to managing risk and avoiding penalties. EDIT

The regime applies to foreign-owned businesses and the foreign share of profits in ventures with Qatari partners, while entities wholly owned by Qatari and GCC nationals resident in Qatar are generally exempt. Special rules apply to oil and gas operations, QFC entities and free-zone companies with tax holidays. EDIT

How we help

Four areas, one accountable team.

Qatar levies corporate income tax under the Income Tax Law, Law No. 24 of 2018, administered by the General Tax Authority (GTA). The standard rate is a flat 10% on Qatar-source taxable income, applying broadly to foreign-owned businesses and to the foreign share of profits in ventures with Qatari partners. Entities wholly owned by Qatari and GCC nationals resident in Qatar are generally exempt, while income from oil, gas and petrochemical operations is taxed at a rate of no less than 35%. EDIT

Companies registered with the Qatar Financial Centre fall under the QFC's own 10% tax regime, and qualifying free-zone and QSTP entities may benefit from tax holidays. Returns are filed through the Dhareeba portal within four months of the financial year end, and a 5% withholding tax applies to certain payments to non-residents. Tax is assessed on a self-assessment basis, placing greater responsibility on businesses to calculate, report and comply accurately. EDIT

A national drive to keep value in Qatar.

Tawteen, Qatar's In-Country Value programme led by QatarEnergy, encourages businesses to source locally, invest in Qatar, employ and develop Qatari talent and strengthen local supply chains, in support of Qatar National Vision 2030. EDIT

Companies are assessed and given an ICV score based on their financial and operational contribution within Qatar. A valid certificate, issued through a Tawteen pre-approved certifier via the ICV digital portal, is essential to bid for QatarEnergy and other participating entities' tenders, and a higher score directly improves your chances of winning. ICV certification, answered.

What is an ICV certificate?
An official document, validated by a Tawteen pre-approved certifier, that reflects a company's contribution to the Qatar economy, based on the Tawteen ICV guidelines.
What is the purpose of the ICV Program?
To enhance Qatar's economic growth by increasing local spending, promoting industrial development, supporting Qatarization and strengthening businesses' contribution to the national economy, in line with Qatar National Vision 2030.
Who needs an ICV certificate?
Any company that intends to participate in tenders issued by QatarEnergy, its joint ventures, government entities or other participating organisations in Qatar.
How long is the certificate valid?
Typically 14 months from the date of issuance of an audited financial statement.
What documents are required for certification?
A valid licence and VAT certificate, proof of NAFIS registration, the latest IFRS-compliant audited financials, a cost and supplier breakdown, payroll data, an asset register and investment details, sustainability and governance policies where available, and supporting documentation for all reported figures. Further documents may apply depending on your business.
Are standalone financial statements mandatory?
Yes. For financial years ending after 31 December 2024, only standalone audited financial statements of the specific legal entity are accepted; consolidated or bifurcated financials are no longer permitted.
How long does the certification process take?
Usually a few working days to a couple of weeks, depending on the completeness and accuracy of the documents submitted.
Do newly established companies need audited financials?
Companies less than 10 months old may use management (unaudited) accounts for up to 9 months. If the financial period exceeds 9 months, audited statements become mandatory.
Is ICV certification mandatory?
Not legally mandatory, but a critical requirement to bid for tenders with QatarEnergy and other participating entities, where the ICV score carries significant weight in evaluation.
Do you provide support after certification?
Yes. We support renewals, compliance updates and the continuous improvement of your ICV score.
How is the ICV score calculated?
From several components: local procurement (Qatar spend), investment in Qatar-based assets, Qatarization and workforce development, and expatriate contribution. Weightings differ for goods manufacturers and service providers under the Tawteen guidelines.
What is the process to obtain a certificate?
Prepare your ICV scorecard using the Tawteen submission template, appoint a pre-approved certifier through the Tawteen ICV digital portal, submit the template with audited financial statements and supporting documents, undergo review and verification, and receive your certified scorecard with its Factual Findings Report.
Is NAFIS registration mandatory?
Yes. Registration with the NAFIS programme is mandatory for all private-sector companies before obtaining an ICV certificate.
What are participating entities?
Government and semi-government organisations that have implemented the ICV Program and consider the ICV score in tender evaluation. The number keeps growing, with 30+ entities currently part of the programme across multiple sectors.

AI is increasingly applicable in day-to-day finance and operations. Document intelligence (using computer vision and OCT, Optical Character Recognition, plus language models) can automatically extract data from invoices, receipts, expense reports, and contracts, classifying line items, matching to purchase orders, and flagging discrepancies. This reduces manual data entry, catches invoice fraud (mismatches between PO and invoice), and speeds approval cycles. EDIT

Anomaly detection can flag unusual patterns in financial data: transactions outside normal parameters, expense policy violations, high-value or high-frequency transactions to new vendors, or journal entries with unusual characteristics (round numbers, manual entries outside normal cycles). This is particularly valuable for fraud risk and internal-control testing. EDIT

Agentic AI workflows can automate multi-step processes: an AI agent could process a customer order end-to-end (extract order details, check inventory, reserve stock, create invoice, update GL, send confirmation), flagging exceptions for human review. Sale & Leaseback of Machinery & Equipment

Structured sale-and-leaseback transactions (Shari'a-compliant or conventional) for equipment and machinery; includes pricing, lease structuring, and accounting treatment. EDIT

When a manufacturing business has valuable equipment or machinery, sale-and-leaseback can unlock trapped capital: you sell the asset to a lessor (typically a bank or leasing company), receiving cash upfront, and then lease the asset back for operational use. This is particularly valuable if you need cash for working capital, debt repayment, or investment in new capabilities, and if your equipment is nearly fully depreciated (accounting value is low but economic value remains high). EDIT

Sale-and-leaseback can be structured conventionally (interest-bearing lease) or in a Shari'a-compliant manner (Ijara lease, where the lessor owns the asset and you pay usage fees). Pricing requires valuation of the equipment at fair market value, risk assessment by the lessor (residual value, obsolescence, maintenance), and lease term optimisation. EDIT

We advise on pricing (ensuring you get fair value), lease terms (tenor, rent schedule, residual-value provisions), and accounting treatment (lease liability and right-of-use asset under IFRS 16). We also coordinate with the lessor and your finance team to ensure smooth execution. EDIT

Sale-and-leaseback can improve EBITDA (by reducing depreciation) and cash flow, but increases operating leases and off-balance-sheet liabilities under IFRS 16. Clear understanding of accounting and debt-covenant implications is essential before execution. EDIT

Personal data we collect

You do not need to share personal data to browse this website. We collect personal data when you choose to provide it to us, including:

This section applies when you apply for a role with Moore Qatar, send your CV to our talent team, or are considered for a position with us. It supplements the rest of this notice.

What we collect. Your name and contact details; your CV and covering message, including education, qualifications, professional memberships and employment history; interview notes and assessment results; references; salary expectations; and, where required for employment in Qatar, information evidencing your right to work, such as passport, visa and immigration details. We collect personal data of special nature, such as health or disability information, only where you volunteer it, for example to arrange interview accommodations, and we process it only with your explicit consent or as permitted by law.

Why we process it. We use applicant data to assess your suitability for a role, communicate with you about your application, verify qualifications and references, meet our obligations under Qatari employment and immigration law, and improve our recruitment process. Under the PDPPL we rely on your consent, given when you submit your application, and on processing necessary for lawful purposes; where the GDPR or UK GDPR applies, we rely on taking steps at your request prior to entering into a contract, our legitimate interests in recruiting, and compliance with legal obligations. We will only contact your referees or conduct background checks where you have been informed, and where such checks are permitted by applicable law.

Who sees it. Your application is visible to the partners and staff involved in recruitment, and to entities within the Moore JFC Group where a role spans more than one office. Service providers who support our recruitment, such as IT platforms, process applicant data only on our instructions. We never sell applicant data.

How long we keep it. If your application is successful, your data becomes part of your employment record. If it is unsuccessful, we retain your application for up to twelve months from the end of the recruitment process, so we can consider you for future roles and demonstrate that our process was fair, after which it is securely deleted. You may ask us to delete your application sooner at any time, and you may withdraw your application or your consent at any point by contacting info@moorejfcgroup.com.

Your rights. All the rights described in this notice apply equally to job applicants. We do not use automated decision-making or profiling to accept or reject applications; every application is reviewed by a person.

Data security and breach notification

We apply appropriate technical and organisational precautions to protect personal data against loss, damage, alteration, unauthorised disclosure or access, as required by the PDPPL. Access to personal data is limited to those who need it for their role, and third parties who process data for us do so under our instructions and duties of confidentiality. In the event of a personal data breach likely to cause serious harm, we will notify the National Data Privacy Office at Qatar's National Cyber Security Agency and affected individuals in accordance with applicable requirements.

Sharing and international transfers

We may share personal data, subject to appropriate contractual and security safeguards, with: entities within the Moore JFC Group; other member firms of the Moore Global network where needed to respond to your request or serve you across borders; and service providers who support our business, such as IT and cloud services, professional advisers and administrative services. We may also disclose personal data where required by law or to a successor entity in the event of a merger or reorganisation, and we require any such recipient to protect it.

Because the Moore network is global, personal data may be transferred outside the State of Qatar. We will only transfer personal data across borders in accordance with the PDPPL, ensuring the transfer does not prejudice your rights and that an adequate level of protection travels with the data. For individuals whose data is subject to the GDPR or UK GDPR, transfers are made under approved safeguards such as the European Commission's standard contractual clauses or the UK equivalents.

Your rights

Under the PDPPL you have the right to:

  • withdraw your consent to processing at any time;
  • request access to your personal data and a copy of it;
  • ask us to correct personal data that is inaccurate or incomplete;
  • ask us to erase personal data where the purpose of processing has ended or the processing is no longer lawful;
  • object to processing that is unnecessary, excessive, discriminatory or unfair, including objecting to direct marketing at any time; and
  • lodge a complaint with the National Data Privacy Office at the National Cyber Security Agency of the State of Qatar.

Where the GDPR or UK GDPR applies to you, you may also have rights to restrict processing and to data portability, and the right to complain to your local supervisory authority. To exercise any right, contact us using the details below. We may ask for information to confirm your identity before acting on a request, and we aim to respond to all legitimate requests within one month.

Visitors from other jurisdictions

Wherever you are located, we handle your personal data in line with the standards described in this notice, and we honour the rights granted to you by the data protection law that applies to you. For visitors from the United States, we note that we do not sell personal data, do not share it for cross-context behavioural advertising, and do not use it for automated decision-making or profiling.
